What it checks, and what it can't

Date and age: the Report Date field. The 12/18-month thresholds are a common procurement expectation, not a legal rule.
Template: VPAT version and edition; ITI's current template is VPAT 2.5Rev (April 2025), whose WCAG and INT editions include WCAG 2.2.
WCAG 2.2: whether the six new A/AA criteria (2.4.11, 2.5.7, 2.5.8, 3.2.6, 3.3.7, 3.3.8) are reported. Title II itself requires WCAG 2.1 AA.
Ratings and methods: how many criteria are rated Supports / Partially / Does Not Support, retired wording, and whether evaluation methods are stated.
Can't: tell whether the ratings are true. That takes testing your product, much of it by a person with assistive technology. Scanned (image-only) PDFs can't be read.
